The activities of the National Family Council are governed by the National Family Council Regulation XIII-700 ( 19 October 2017).
The mission of the National Family Council is to provide the Parliament and the Government with an advisory and expert opinion in the formulation of a coherent family policy, clearly defining the directions and objectives of family policy, setting priorities, establishing cooperation mechanisms between families (organizations representing and working with them) and the institutions responsible for family policy (ministries and municipalities), while monitoring the implementation of family policy.
The main priorities of the National Family Council were discussed and approved on 5 November 2020 at the meeting of the National Family Council and agreed with the Committee on Social Affairs and Labour of the Parliament of the Republic of Lithuania at the joint meeting of the Council and the Committee held on 4 March 2021. The main lines of action cover the following areas:
Analysis of the situation of complex (preventive) services for families in municipalities, collection of good practices, and submission of proposals to the Parliament of the Republic of Lithuania, the Government of the Republic of Lithuania, and other institutions on ensuring the continuity of these services. Ensuring support for people in crisis situations by focusing on adolescents in crises, and strengthening the development of support through comprehensive services for families with adolescents with emotional/behavioral disorders or disabilities.
Addressing the challenges of reconciling work and family responsibilities, from the provision of pre-school education to support for families caring for a family member in need of long-term care, with particular attention to families with children with disabilities.
The National Family Council is guided in its activities by the National Family Council’s Statutes, Rules of Procedure and other legal acts, which define the main tasks of the National Family Council:
– to promote cooperation between state and municipal institutions involved in family policy-making,
– to maintain contacts with Lithuanian families, family organizations and organizations working with families and to analyze their expectations,
– participate in the formulation of family policy and the definition of strategic family policy directions and priorities for strengthening the family, and submit conclusions and proposals to the Parliament and the Government on how to improve the implementation of family policy.
